Sigurnost se više ne smatra preprekom povratku. Kako bi se smirile međuetničke tenzije, Vlada Republike Hrvatske je poduzela konkretne mjere u prevenciji sigurnosnih incidenata i zločina iz mržnje, posebno u Vukovaru i na zadarskom području. Ta su područja bila zahvaćena ratom te su opterećena materijalnim razaranjima, siromaštvom, visokom nezaposlenošću, etničkim podjelama i mnogim drugim posljedicama sukoba iz devedesetih. Sporadični sukobi u pojedinim mjestima zabrinjavajući su i potrebni su daljnji napori u procesu nacionalnog pomirenja na razini zajednice.
Pravičnost progona ratnih zločina je važan faktor u cjelokupnoj percepciji ozračja kao pogodnog za povratak izbjeglica. Postoji postupak koji izbjeglicama omogućuje da izvan Republike Hrvatske zatraže reviziju presuda u odsutnosti.

Security
Security is not considered an obstacle to return anymore. In order to diffuse inter-ethnic tensions, the Government of Croatia took some concrete actions in the prevention of security incidents and hate crime, particularly in the Vukovar and Zadar areas. Those areas were affected by the war and heavily burdened with material destruction, poverty, high unemployment, ethnic division and many other consequences of the 1991-95 conflict. Sporadic hostilities in certain locations remain a concern and further efforts are needed in the nation-wide reconciliation process at the community level.
The fairness of war-crime prosecution is an important factor for overall perception of an atmosphere conducive to return of refugees. A procedure is in place that enables refugees to request a review of in absentia verdicts from outside the Republic of Croatia.
